The Framework Plan (Rammeplan for barnehagen) is the statutory guidance for all Norwegian kindergartens (barnehager), including international and bilingual settings. It establishes a holistic, play-based approach to early childhood education, organising learning into seven core areas (fagområder) that support children's well-being, curiosity, and democratic participation.
